Though well-settled is the rule that retirement laws are liberally interpreted in favor of the retiree, nevertheless, there is really nothing to interpret in either RA 4968 or SSS Res. 56, and correspondingly, the absence of any doubt as to the ultra-vires nature and illegality of the disputed resolution constrains us to rule against petitioners.
